Fable 5 is back: but the on-off decision is the real lesson

The US Commerce Department has lifted the export ban on Anthropic's most powerful models, and the company is restoring access to Claude Fable 5 on July 1, according to CNBC and Al Jazeera. The model is rolling out globally again across the Claude platform, Claude.ai and Claude Code.

That ends a suspension of nearly three weeks. On June 12, Anthropic was forced to switch off both Fable 5 and Mythos 5 for all foreign nationals, a decision that in practice took the models offline for everyone outside the US. The trigger was never the model's quality, it was a jailbreak. According to The Hacker News, security researchers had got Fable 5 to bypass its own safety rules and, in one case, to write code showing how a flaw could be abused.

According to Axios, the ban was lifted after Anthropic agreed to proactively detect and address security risks in the models, work with the government on protocols for future releases and report any malicious activity. Access came back on conditions, then, not automatically.

It is tempting to relax now that the model is back. But ask yourself one thing: what actually changed for you during those three weeks? If the answer is "nothing, because we had a plan B", good. If the answer is "we had to stop and wait", then it was not your setup that saved you, it was luck.

The point still stands, and if anything it is clearer now: an AI model is not electricity from the wall. It can be switched off and on again by a policy decision made in another country, in a matter of hours. The model coming back does not make the dependency smaller. It just proves how fast the conditions can change.

• Treat the return as a dress rehearsal. You just learned exactly how it feels to lose a model. Use it to build so the next outage is a non-event.
• Build vendor-neutral. Workflows that can switch models without starting over are the difference between a bump in the road and downtime.
• Have a tested plan B. Know in advance which model you fall back on, and try it before you need it.
